| 内容記述 | 日本社会の多文化化が進むにつれ、日本に住む外国人の円滑な社会統合は喫緊の課題となっている。日本政府は従来の移民受け入れに対する消極的な姿勢を一転させ、労働力が最も必要とされる産業に外国人労働者を受け入れる具体的施策を講じている。一方、日本国民の在日外国人に対する態度に関しての質的研究はいまだに少ない。移民を受け入れるホスト社会の意識や感情が移民の社会統合において重要な意味を持ち、国、地方自治体、企業など受け入れ側のコミュニティメンバーが移民をどのように認識し受け入れるかが、移民の定着に一定の役割を果たすことも先行研究で検証されている。本研究では、移民の社会統合がどのように理解されているか、受け入れ側の役割がどのように意識されているかを問いとして調査を行なっている。東北地方と関西地方において、外国人労働者を雇用する日本人雇用主、外国人住民を支援する組織のメンバー、そして多くの外国人住民が生活している団地の日本人住民を対象に半構造化インタビューを実施した。本稿では現時点での調査結果を報告する。 | |||||||||

| 内容記述 | As Japanese society becomes increasingly diverse, the smooth integration of foreign residents has become an urgent issue. In a significant move away from its previously negative stance on immigration, the Japanese government is now implementing concrete measures to accept foreign workers in industries most in need of labor. Most recently, policy statements by the government regarding the discontinuation of the Technical Intern Trainee Program and potential extension of the right to apply for permanent residency to larger numbers of foreign workers indicate a recognition of the urgent need for foreign labor and the start of a more open stance toward immigration in general. On the other hand, there are still very few nuanced qualitative studies examining how the Japanese public feel about foreign residents. Prior research has indicated the importance of the attitudes and feelings of the host society toward migrants, pointing to the fact that the level of migrant acceptance at the national, regional, private sector, and community levels plays a significant role in migrant integration and settlement. The current research examines the question of how the social integration of migrants is understood in Japan, including the role of the host society in migrant integration. Semi-structured interviews were conducted in the Tohoku and Kansai regions of Japan, with Japanese employers of foreign workers, members of local organizations supporting foreign residents, and members of a multicultural community. This paper reportson the findings to date in this ongoing research. | |||||||||
