Many of the residents in nearby areas were forced to evacuate and are unable to return to their hometowns even today. After careful consideration of these results of the Fukushima Daiichi Nuclear accident, in the first chapter I would like to reexamine Nuclear Energy Policy in Japan that has been refered to as a \"Privately Run National Program\". The Atomic Energy Commission has formulated a total of ten long -term plans and a framework for Nuclear Energy Policy for researck, devolopment, and utilization of nuclear science and engineering approximately every fiveyears since 1956. In line with national policy, the nine  electric power companies in Japan have constructed and run most nuclear power plants. Afer the second chapter I take Ohi-Town and Ohi Nuclear Power Plant in Reinan(Wakasa Bay) area of Fukui prefecture as the objects of study. Reinan(Wakasa Bay) area is home to several nuclear power plants, supplying approximately half of the electricity used in the Kansai region.
