| 内容記述 | This article examines the added values of the rights-base approach to development (RBA) by comparing it with other related concepts used in development discourses, in particular "participation" and "empowerment". Concepts such as participation and empowerment are widely used within development community since the early 80's. Like RBA, advocates of these concepts try to address the issue of unequal power relations, which characterizes the root causes of poverty. However, these concepts are not specific enough so that, in the implementations of the "participatory projects" or "empowerment projects", the issue of power relations is often circumvented in order to avoid "unnecessary" confrontation with the powerful stakeholders. RBA, in contrast, is based on the concept of human rights, which were specifically crafted to handle the issues of power relation through 1) agreeing on common standards for the protection of human dignity, 2) clarifying the nature obligations of duty bearers and entitlements to the rights holders, and 3) enabling the realization of the claims of the rights holders through legal framework. Thus, RBA opens the gate to the negotiation for agreement on fairer social order among different actors. | |||||
